I think I'd lean toward no.  Looking at his stats pre-1998 he could have been on his way to a HOF career but a lot of that was done before his last four years or so in Boston.  Dan Duquette certainly looks vindicated with his "twilight of his career" comment when the Sox cut their ties with Clemens in 1996.  Without the help from steroids in 1998 he very well could have flamed out and I think you can make a pretty good argument that he would have never stretched his career to the age of 40, let alone past it.

But he DID stretch it. He HAS the stats. So he was on steroids. Does that completely negate the stats?

I think it's arguable that steroids DON'T completely negate them.
